Scottish Housing Regulator

The Scottish Social Housing Regulator regulates to protect the interests of people who receive the services of social landlords.

They have recently published a guide to their work – How we regulate: A guide for tenants and service users

This short, summary guide lets people know more about:

  • who we are and what we do,
  • what you can expect from your landlord,
  • You can find out about your landlord’s performance by clicking here; and
  • how to raise a concern about your landlord.

They have also produced two short videos about who they are and what they do and how to raise a concern about a social landlord.

They are also working with British Sign Language Scotland (BSL) to make a version of the guide for BSL users and will be launching this soon.

Engagement Plan

The Regulator has an Engagement Plan with the Co-operative which can be found by clicking here

Significant Performance Failure (SPF)

The Regulator has set out in their Regulatory Framework what they mean by an SPF. An SPF is where a landlord:

» consistently and repeatedly fails to achieve outcomes in the Scottish Social Housing Charter or outcomes agreed locally with tenants; or

» has not reported its performance annually to its tenants or the annual reported performance does not reflect actual performance; or

» has materially failed to meet the Standards of Governance and Financial Management; and

» has acted, or failed to take action, in a way which puts tenants’ interests at risk and this significantly affects a number of the landlord’s tenants.

Volunteer as a Tenant Advisor to help strengthen tenant voice in social housing in Scotland

The Scottish Housing Regulator (SHR) is recruiting Tenant Advisors. This is an exciting opportunity for tenants of social landlords to inform the Regulator’s work and bring a tenant perspective to its scrutiny of landlords’ services.  Please click for more information.
